Could it be because very few people had even heard of it? To prepare you for 2007, here's the game details:</p><blockquote><p>"Heart of Empire: Rome" is a strategy and simulation game set in ancient Rome. Your growing population, however, doesn’t just need a place to live – it also needs food and entertainment. If you don’t fulfil your people’s needs, there’ll be a riot! The goods coming in from the provinces must be carefully controlled, and your duties and your power grow in proportion to the amount of political influence you can gain in the senate. The ground-breakingly realistic 3D graphics give you the impression of being right in the middle of things, and you can use the completely controllable camera to zoom in on your citizens.
